On-Call Civil Design and Land Surveying Contract, 2018-Present
LCC has provided civil engineering and land surveying services to the City of Martinez (City) since the firm was established in 1954. We have delivered a wide variety of successful projects, large and small to the City. LCC has also provided staff augmentation and served as City Surveyor and Interim City Engineer over the years.
City of Martinez Alhambra Avenue Downtown Paving Project, Federally Funded
Design Awarded January 2022, Construction Completed Spring 2025
LCC was hired by the City of Martinez in Winter of 2022 to provide land survey and civil design services for this Complete Street Improvement Project which included one mile of mill and fills, base-failure repairs, crack-sealing and micro-surfacing, re-striping to include Class 2 buffered bike lanes, new ADA compliant curb ramps and crosswalks. The project was a federally funded project which triggered extensive environmental studies due to the proximity to significant historical buildings. LCC teamed with HDR for the extensive environmental studies required. However, LCC performed all of the right of way and utility coordination to obtain the Right of Way Certification for the Project. E76 for the Project has been obtained and Construction is slated for this Summer.
Measure H Martinez Parks Improvement Project. Golden Hills Park, John Muir Park, Highland Park & John Sparacino Park

Martinez voters passed a local Measure authorizing the City to sell bonds to fund park improvements, and pool and library upgrades in 2008. Since then, LCC has worked on a dozen park improvement projects ranging in scope and size for the City of Martinez.
The most recent Park Project was completed in 2020 and included improvements at the four Parks listed above. LCC performed topographic surveys and prepared Plans, Speculations and Estimates for the park improvements, which included new play structures and surfacing, installation of sport court surfacing, installation of a new community building with restrooms, ADA compliant path of travel, lighting, storm drain and landscaping. LCC also prepared a c.3 calculations and Stormwater Management Plan to ensure the City was compliant with c.3 regulations.
