LCC Inc. provides municipal consulting surveying & civil engineering services to local public agencies in Contra Costa and Alameda Counties.
Civil Engineering
LCC specializes in the design of municipal improvements using traditional design, bid, and build processes. Our projects range from simple single-block curb and gutter designs to multi-disciplinary design projects such as bridges, retaining walls, pavement rehabilitation, utility undergrounding, traffic signals, street lighting and electrical systems, planting, and irrigation. On larger projects, LCC assumes the role of team leader and project coordinator to qualified sub-consultants, in addition to performing civil design and land surveying tasks.
LCC Civil design includes the preparation of plans, specifications, and estimates for municipal improvement projects of roadways from complete street projects to pavement rehab projects, storm drains, sewers, sidewalks, curb ramps, bikeways, pathways, parks, grading, and utility undergrounding.

Land Surveying
Surveying has been a core service provided by LCC since its inception. The past and present licensed surveyors of LCC are well regarded for surveying expertise across Contra Costa, Alameda, and Solano Counties. LCC’s original founder, Jasper Cooper, surveyed the first BART track (the test track in Concord) in the 1960s. More than five decades later Ms. Parks provided the survey control and construction surveying and monitoring for the Middle River freshwater Intake along the San Joaquin County line for the Contra Costa Water District, a multi-million-dollar project that made a major improvement to water quality in Contra Costa County. In between, there have been dozens of surveying jobs, large and small which dot the firm’s resume. We are experienced with easements and right of way and have prepared and recorded numerous maps, plats, and legal descriptions of interests in real property.
LCC staff has been retained to provide ongoing ADA upgrade designs for commercial parking lots and centers, as well as for numerous parking lots for both K-12 and Community College School Districts.
Our survey crews are equipped with state-of-the-art equipment, including prism and reflectorless total stations, RTK GPS equipment (one set with a base and rover setup, the second is connected by cell phone to an independent RTK Network), Topcon digital level, several Ranger Data Collector field computers, and the latest operating software available. We provide customers, across various industries, with end-to-end product and service solutions that ensure the reliability and accurate site investigations, documentation, and industry-leading customer service. LCC has featured Surveying as a core service since 1955 and recognizes that a high-quality survey is essential for good design.

Municipal Consultation
LCC provides consultation to municipalities and special districts, offering opinions and providing reports on matters pertaining to public works operation, capital projects, development, construction, and funding of municipal improvement programs.
LCC often serves as Contract City Engineer and District Engineer on an interim or permanent basis, assuming upon request the official duties responsibilities, and obligations of these appointed government positions within the agency. Services are provided at the agency offices and/or at the LCC office at the discretion of the municipality or district. LCC has considerable experience with assessment district engineering and services related to the levy and collection of special assessments and taxes for municipal improvements and services.
